IF your Vista DVD has the "Upgrade" feature available, you can try a repair as described in this article, as always back up your important data first. Repairs do not usually fix permissions issues, so I suggest going to this forum to be sure you have not been infected by something nasty. I too save all of my downloads to a subfolder of the Users folder. I really don't know why Mary fabricates these "facts". If I click run, it downloads just fine to a windows 7 home premium you do not have permission to access free download internet file as normal, where I suspect it will run fine from there In a download dialogue, you can't "run as administrator" - you can only choose to Run, Save or Cancel.
Normally if you select Run, the application if it is an installer package will actually as you indicate download to a temporary location and then install.
If you choose Save, the installer or whatever you are downloading will be saved to whatever location you specify. THEN, you right click on the package and select "run as administrator". If you suddenly can't save to any of these locations, right click on the folder, select properties and then click on the Security tab.
Look at the Permissions for the various Groups or user names. What do they indicate? I would suspect as mombodog has indicatedthat you may have a malware problem.
